John Morgan is the President of Applied Research Coordinates. He is based out of Fairfax, Virginia. With over 30 years of extensive experience in redistricting, demographic and political analysis, and campaign operations, John is the practitioner, the closer, and the specialist. His unique expertise makes him the go-to strategist for those in the know.

John’s engagements include serving as the Republican map drawer for the New Jersey Legislative Apportionment Commission, which produced the first bipartisan map in the commission’s history.

John also served as a map drawer for the Michigan Citizens Redistricting Commission and the Virginia Redistricting Commission. He has been qualified and testified as an expert witness in state and federal redistricting cases, including Georgia’s 2023 redistricting trial and remedial phase.

John Morgan is a redistricting specialist entering his fifth redistricting cycle, having drawn maps in twenty-five states — from Connecticut to California and from Ohio to New Mexico.
