Meet John Morgan

John Morgan is a redistricting specialist entering his fifth redistricting cycle, having drawn maps in twenty-five states — from Connecticut to California and from Michigan to Georgia.

Mr. Morgan has served as a map drawer for state redistricting commissions, consulted for legislatures and localities, and has been qualified and testified as an expert witness in state and federal redistricting cases. In the 2021-2022 redistricting cycle, he served as Republican map drawer for the New Jersey Legislative Apportionment Commission, where the commission produced the first bipartisan legislative map in its history — approved without requiring the vote of the court-appointed tiebreaker.

Mr. Morgan provides demographic and political analysis to state legislative committees and has been cited as an authority on redistricting in national media.

He is President of Applied Research Coordinates, a political consulting firm established in 1983 by his father John A. Morgan, a Reagan campaign official and demographer.

Mr. Morgan holds a B.A. in History from the University of Chicago, where he wrote his Bachelor’s Honors thesis on “The Net Effects of Gerrymandering 1896-1932.”

He has personally visited all fifty states and sixty percent of the counties in the United States. He played the coach in a local production of Footloose, has finished two Ironman 70.3 triathlons and the Marine Corps marathon.
